    Question Conditional formatting:

    Conditional formatting: If the # in a cell is < than 2 and the month has passed (the column header for that cell is January and now it is February) I would like that cell with the # in it to turn red and blink if possible if it is less than 2.

    You will need to format your MONTH cell such that Excel will assign a date value to it. In the month cell, enter e.g. 01/01/2005 and use Custom format as "mmmm" to display "January".

    Assuming your month is listed in G3 and your desired input cell is G4.

    In G4, select Format>Conditional Format

    Select "Formula is" and enter this formula:

    =AND(MONTH(NOW())<>MONTH(G3),G4<2)

    and choose your desired formatting options.

    Now, anytime today's month is different than the month in G3, it will check the value in G4. If that value is less than 2, your format will be set (I suggest RED fill with BOLD Yellow font).

    Blinking is not an option of Cond. Format. Sorry.

    Good Luck.
