userform doesn't initially show scrollbars when called

I have a userform dialog box that is called by a form button. The user form contains a textbox in which i've pasted about 5 pages worth of text into. When i call the userform the vertical scrollbars (enabled in textbox properties), do not show until I click within the text box area and then the text view is the very last portion of the text with the scrollbar then showing up but it having been auto dragged to it's lowest position.
    1. how do i get the scrollbar and text to display correctly when i first call the userform?
    2. bonus question... how do I prevent an end user from being able to edit the text?

It has occured to me that perhaps I'm going about this with the wrong method. Is there a better method to present the text and then be able to scroll through it without the user being able to manipulate the actual text?
