how do you "select locked cells" w/o "select unlocked cells"?

I am using Excel 2003.
I am attempting to protect only certain cells within an Excel worksheet. I
first click on FORMAT, CELLS, and "deselect" the "LOCKED" check box. I then
highlight the cells I wish to protect, repeat that step, only this time make
sure the LOCKED check box is checked.
I then go to to TOOLS, PROTECTION, PROTECT SHEET, and attempt to select the
option, and JUST the option for "Select locked cells", however, everytime I
select this option, a checkmark appears next to "Select unlocked cells" as
well. One seems to trigger the other. The net effect is that the WHOLE
worksheet becomes locked instead of just the protected cells.
Has anyone else experienced this problem and/or know of a solution?

I don't think you can. And to me that makes pretty good sense.

Why would you want the user to select cells whose values they can't change? But
block them from selecting cells whose values they can change?

It would come very much in handy in a situation where an accounting template
is set up that different users will be entering data into. Certain cells
contain formulas which should NEVER by changed by the data entry people.
These are the cells I would like to lock. However they need to be able to
enter data into other parts of the spreadsheet....and obviously cannot do
that if the whole worksheet is locked.

Since you're using xl2003, why not use:
tools|protection|allow users to edit ranges
