In B1 put
=INDIRECT("A"&11-ROW())
and formula-drag that to B10
To formula-drag, select B1 and click on the small + in the bottom right corner of the selection, drag to B10

One Way:
If the numbers are in the range A1:A10 then in B1 place the formula:
=INDEX($A$1:$A$10,-ROW(A1)+ROW($A$1)+COUNTA($A$1:$A$10),1)
and copy down to B10.

If you want to make the changes in place with a macro, you would have to
select the cells you want to reverse vertically in a column then run
