How do I add a theme in Excel?

I am doing a project for school and they want me to convert a file to HTML
and then add a theme, but I can't find how to add one. Do I need to add the
theme before converting it to HTML, or is it something totally different?

Excel doesn't have anything like themes. You'd use a web editor, like Dream
Weaver, Front Page, etc., after you've saved the Excel file as html.
