Enter the rate scale into a separate worksheet and use as a lookup table

Use one of the LOOKUP, VLOOKUP or HLOOKUP functions on the sheet with the docket details to return the value from the lookup table that corresponds with the docket details

Would really need more details of the data etc to be more specific
