adjust row height of secured document

Can you allow the user of a document in Excel to adjust the height of rows
while also using security to lock certain cells?

If you're using Excel 2002 or higher, when you protect your sheet, check on
the item, "Format rows" in the "Allow all users of this worksheet to:" check
list.
