Is there a way to do this in Excel?

Probably using conditional formatting but I'm not sure how.

    Hi,

Select columns to format then Format > Conditional Forrmatting > Cell value then equals 2. Format > change font to red. Then click on add and Cell Value equals 3 and Format > select font to blue.

more can be found about Conditional formatting on the attached link
