Excel starts in safe mode

Out of the blue, 2 users informed me that when they open Excel, Excel will start in Safe Mode only. This was going on for some time before either one of them informed me and since they do not recall when it started, I have no idea how far back to go and try System Restore. I have uninstalled and reinstalled Office 2K3 numerous times on both machines. I have also applied all updates. I find it out of the norm that only 2 users, in the same department, using the same Enterprise License version of Off2K3 are affected. Any help is greatly appreciated.

I have never heard of an Excel Safe Mode. Can you give more detail of what is happening

thank you for the replies. I did some searching around and saw a suggestion to move the contents in the XLSTART folder and then open Excel. Excel would still only open in Safe Mode. I also tried the /regserver switch to no avail. I downloaded and ran the utility, Windows Install Clean Up, from Microsoft. I once again reinstalled Off2K3. Installed SP2 and installed all updates. Still having problems.

Error message states:

Excel failed to start correctly last time. Starting Excel in Safe Mode will help you correct or isolate a startup problem in order to successfully start the program. Some functionality may be disabled in this mode.
Do you want to start Excel in Safe Mode? Y / N

Clicked Yes. Closed Excel. Ran excel.exe /regserver. Opened Excel and now receiving MS Office Excel has encountered a problem with the obligatory "Send Error Report" option. Sent the error report for the h*** of it. Nothing returned.

Next step I suppose is to uninstall and remove all Office11 entries in the registry. Anybody have any ideas to help with this?
