Restriction Message

For some reason I am receiving the following message when I try to view a Chart on another sheet: This operation has been cancelled due to restrictions in effect on this computer. Please note that I have not placed any restrictions on my computer. Please help!

I have checked Excel Security settings and they are set at Medium.

I disabled Virus Protection [temporarily] and the problem still exist.

Any ideas????

I have found the resolve: It is an IE Problem. Open Internet Explorer, go to
Internet Options. Click on Program and then click on Reset Default Settings.
Once completed, the problem went away.

Hello: I had this problem for the very first time today when a macro I had written in Macro Scheduler, clicked on a WebSite URL on an Excel WorkSheet. This problem also appears if I manually click on an URL on an Excel Worksheet The error message Excel gave:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." I did a System Restore using a Restore Point from yesterday, and the problem still occurred. I then restored to a 9/17/2012 Restore Point, and that solved the problem. Apparently, a program update within the last few days introduced this problem. Hopefully someone will let Microsoft know. I can't let Windows be updated until this problem is resolved.
My System: Excel 2010 running under Windows 7. The computer is a Dell D810 Latitude Laptop Computer.
