    inserting contents of a cell into text string in another cell

    I have a hopefully simple question.
    In cell E2, I have text "Consumptive Use at ____% quota." What I want is for the blank to be filled in with the contents of cell B1, such that when I change B1, E2 updates my text string automatically with the proper quota.
