Excel sumprod formula

Hey all, I've been trying to get this complicated sumproduct formula to work. What I have so far is as follows:

=SUMPRODUCT(--('Raw Data'!$A$3:$A$9996="Baltimore"),--('Raw Data'!$J$3:$J$9984>0))

In Column A, I have names of different regions of the country. IE, "Baltimore". In the second column, there may or may not be a number that signifies work done on a product. I need this forumla to compute the number of times, for each individual region, that both feilds are filled. Right now, the value returned is the "#value" indicator. Any clues on why?
