Inserting Pictures

I want to put pictures into my spreadsheet. I have managed to import them but I want them to go into specific cells and is the cells are resized then the pitcture is either resized or stays in that cell. The reason is that I want a column of pictures in column B and then text is entered into column C but it is wrapped so the height of the row may change and I want the pictures to remain with the correct text. Is this possible?
