Combining Vlookup and Offset

Hi! I have a sheet with irregular data, that is periodically updated (sheet 'modules' in example). From this I'm trying to built a report the presents the data more user-friendly, and adds average scores etc (sheet 'report' in example).

Given the irregularity of the data that is updated I would like to use Vlookup to find a (question)number, and then Offset to retrieve the data.

I cannot get these functions to work together because Vlookup always returns a value, not an address. Can anyone help?
