I am using Excel as a flat db address book. Is there a way to print the header row on each page? Or is there a way to label the column label row?

Under Page Setup-> Sheet, you can tell Excel how many rows (i.e. header rows) to repeat at the top of each new page. Is that what you are looking for?

Cell A1 = First Name Cell A2 = Last Name Cell A3 = Address etc.
I have about 200 entries. I would like the Row 1 repeated on each page.
Is it possible?
Yes, just go to Page Setup (under File dropdown), then the sheet tab, then in the Rows to repeat at top, type in $1:$1
