Comma Delimited .txt file

I have some software that asks for a .txt file to be comma delimited like this:

"name", "address", etc.
"joe", "1234 st", etc.

but it wont uploade a .csv only a .txt. So my question is how can I make excel do that and have it be a .txt instead of a .csv. Is that possible?

Also, Im not sure if I was all that clear about my issue; Ill try to clarify. I have a spread sheet on an excel worksheet with 1000s of records on it, and that is what I am trying to turn into a .txt file in the "", "" format.

Save as .csv and open in Notepad or Wordpad, then save as a text file.
