Counting Columns Values between Certain Dates

Hi all,

I have some excel experience, but I don't work in it too often. Anyhow, I've been given a spreadsheet and I'm trying to count the number of times a value in column J exceeds 100%, and it needs to check between certain dates located in column M (dates are formatted as MM/DD/YYYY). For example: count how many projects exceeded 100% during a fiscal year of say May 1st 2007 to April 30th 2008

I've made various attempts at a formula to do this, but keep failing.

Maybe there's something about dates I'm just not getting right. Hopefully someone can help me out/point me in the right direction.
