Filling in Data in a Sheet from a worksheet source

Scenario: I have a worksheet with 25 rows of data. Each row has 15 columns of data.

I have another worksheet that is a template. I need to get the first worksheet of data (the one with 25 rows and 15 columns) to populate ONE template for each row with the corresponding data. So it's kind of like using a database to get the fields from the first sheet and place thed data as fields onto the template.

Ideas on how to do this in Excel? Vlookup?
