But the result shows B11=4, B12=5, B1=6 if I use the above formula.

Not sure what you wish to count. If you want to know how many times the value 3 is found in the range A2:A18 try

and to find the number of occurence for 2 use A5 instead of A2 in the formula.

No, he's looking for something like an index of each block of numbers. A simple COUNTIF doesn't give him what he wants.
