Breakdown to this structure solution

Heya all.. I need some help with some formulas.. Any help would be very greatful!!

this is the breakdown I am trying to get

59.9% and below = no pay
60% - 69.9% = -20%
70% - 79.99% = -15%
80% - 89.9% = -10%
90% - 99.9% = -5%

110% -124.9% = 10%
125% - 149.9% = 15%
150% - 174.9% = 20%
175 and up = 25%
