Cannot get the cell to expand

I am entering more text than the size of the cell and all I get is ############################## in the cell. I have word wrap checked I have also tried to double click on the row height so that it will automatically adjust and nothing happens. If I try to manually expand the cell, nothing happens.

I have attached the spreadsheet for review. Please check out cells P7 and P17.

You have some strange custom format on that cell, just change the format to General and it works fine.
