The in-cell drop down is only available for validating lists and can be disabled in the validation dialog box. Try checking there. (Data Menu>Validation... while on the cell in question)
Oh you wanted the elegant solution? Sorry, that's extra!
You only get it if you are using the List option in Data Validation.
If you are, then first check that the In-Cell Dropdown checkbox is ticked in the Validation window when you set up the validation.
If that is done, then go to Tools|Options and in the View tab, make sure that Show all is ticked within the Objects section.
If those are done, then, if you have Freeze Panes on in Excel 2000, that may cause a problem with data validation|list

Those 2 suggs didn't help. Excel 2003.
I am not having this problem on other sheets in this workbook.
Corrupt file. Visited the site you recommended and [Open and Repair] did the trick. Thanks.
