help to make moving cell formatting

hi, as i am posting my excel problems here time and again. last time i got my solution.
But now i have to expand that solution.
I have four worksheets and i have to offset the data. Here i am attaching an example file to make the problem clear.
The first sheet is requirement and i have applied cell formatting code based on surplus/deficit sheet.
This surplus deficit sheet is based on main requirement sheet and availability sheet.
This surplus deficit sheet is newly added by me to apply cell formatting and rest sheets were already here prepared by somebody. All the old sheets are moving, i.e. every month they can take one more month.
Now my problem is, how can i make surplus/deficit sheet moving so that i do not need to copy and paste cell formatting code every time? This excel file is just example, not real moving file. i have added one more sheet i.e. surplus/deficit and i want to integrate with main requirement sheet.

In main requirement sheet, i have applied cell formatting based on surplus deficit sheet.

For example, there is cell formatting in main requirement sheet. now if i add one more column in main requirement sheet for next month this cell formatting code does not work in added column. everytime i have to copy and paste formatting. so can't it possible to make this color formatting moving? If i add one more month in main requirement sheet then automatically cell formatting should also work. But for this i think surplus/deficit sheet should also be moving. So can you help me to figure it out?
