Select A1:A10 and go to Home tab... Conditional Formatting and select New Rule and then select Use a formula to determine which cells to format
Enter formula: =$A$5="no"
Click Format to choose your colour scheme

excellent thanks, can i copy and paste this for a whole table?
I want it to apply to each row in a table but if i drag the cells down it doent seem to work.
I already have validation and formulas in the other cells in the table though.
Is there a way i can just copy the conditonal formatting only, nothing else?
Copy then Edit|Paste Special Formats
