IF(Name=Name) then Count adjacent cells

Hi,

I need a formula to automate a tracker system I have.

What I was looking to do is say IF(Name on Tracker = Name on data) Then Count how many done.

I was looking at sumproduct but couldn't figure it out??

I also need to count the number of these that are <90% and 0%... but I can figure this out once the initial one is done I'm sure...

I've attached an example sheet to help. The tracker is where the formula has to go to count how many % in each week.
