Modifying the SMALL function to not include zeros?

Hello, i'm having a bit of trouble. I have a list of numbers and any that start with zeroes eg. 00221 come up with 221. After using the SMALL function to put these in order, i use the COUNTIF function to calculate how many times these numbers have come up in another bit of a spreadsheet. However, it always comes up with '0' as if it's not picking up the numbers.

The numbers in the small column are like 00221 but the other column is 221. Can i change the SMALL function to make it the same?

    Thanks a lot!

A few more details would be helpful.
Can you post a list of sample numbers, the formulas you've tried (even if they don't work), and the resulting list you'd like to see?
