    what if analysis

I have a project for a business management class and i'm lost on how to do this. I have attached the data sheet that will be used to do this step if anyone could help me I would greatly appreciate it.

As you apply the goal seeking tool in Excel (go to Data and then What If), keep track of the total officers as you meet the problem constraints (i.e., no more than 1100 residents per officer and no more than 7.0 crimes per officer). incorporate a summation cell of total officers to keep track. You will observe that the total will increase as you meet the constraints. But remember, no new hires! Use your judgment as you adjust the assignment of officers in the precincts that are well within the limitations. Decrease the number of officers until you meet the maximum total of 629, while maintaining the population and crime ratio requirements. Note that based on your individual judgment, your recommendation may be different than other analyst s’ results!
