I need to Conditionally Format a count against a due date

I need to write a formula in conditional formatting that will change the color of a number within a cell based on a due date.

For Example: Inspector 1 was did not record any inspection findings during his audit. I need the zeros to stay white until the due date has passed. If they have a finding, it will be black and display the appropriate number. if they don't have a finding and it's past the due date the zero will turn red.

I don't have an example I can attach yet as it has proprietary data...but I could set up a mock sheet with examples if needed.
