I want to provide the bidders additional rows for entry if they want to add information in a worksheet, which is protected and only few unlocked cells are available for entry by them.
A sample part of the worksheet is enclosed for the kind reference of all.

You have the option when protecting the sheet to allow users to insert rows. Make sure you check this option when applying sheet protection.
