I would like for field to look at a range of yes/no/n/a questions then change the value to yes of all responses are yes or yes's and n/a. change value to red if a no is in the range. also want the filed to be blank by default. see attached.

Try:
=IF(COUNTA($C$4:$C$12),IF(COUNTIF($C$4:$C$12,"No"),"No","Yes"),"")
but you should remove data validation from that cell, or you could end up overwriting the formula.
Where there is a will there are many ways.

Works great...can you modify the formula to return a N/A result if all choices in the range are N/A?
Try:
