Request create suitable table & formula upon some data

Request create suitable table & formula upon some data to calculate each burner finish time, below got some condition:
-Got 3 burner,
-Each burner will using 10 hrs to complete burning.
-I have 4 pieces disc
-Burner 1 start on 23/03/10 8:00
-Burner 2 start on 23/03/10 13:00
-Burner 3 start on 23/03/10 15:00
-sometime quantity burner will be increase
-sometime quantity disc will increase

i have attach a example, but may not suitable.

I have created a simple formula for the table, but i do not know how to continue ...
I don't know how to give the balance disc to the 1st stop burner. If got balance 2 disc, it will give to 1st stop burner and 2nd stop burner.

please help .
