I am creating a solver for Voltorb Flip, which is the Game Corner game in Pokemon HeartGold and SoulSilver outside of Japan.

Attached to the post is a Excel 2010 Beta file with how far I have gotten.
The problem I am having is that I need some sort of algorithm that sorts through the inputted data (which goes into the light blue cells, which result in the green and red cells in the spreadsheet) and provides the appropriate output data in the 5x5 grid where I am currently having nothing but error values.
The numbers in red are the total numbers of Voltorbs (or 0s if you will) in each row/column. Cells need to be able to have a value of either 0, 1, 2, or 3 with only enough zeros in each row/column to equal the number of Voltorbs, and enough points to equal the total points. No more, no less. However, I have no idea how to make Excel do this for me.
