Use Conditional Formatting. I've attached an example.
In the example you have posted, select cells A11 to C11, for example.
On the Home tab, select:
Conditional Formatting
Manage Rules
New Rule
Use a formula to determine which cells to format
In the rule description type (in this case) =$C11="Invoiced" and choose the formatting
You can then use Format Painter to apply this conditional formatting to other rows in columns A to C (see attached example).
If you first select the entire range of cells in column-A, making sure the top most cell in the range is the active cell, the Conditional Format will automatically be extended to all cells in the range - no need for format painter.You can then use Format Painter to apply this conditional formatting to other rows in columns A to C (see attached example).
