Excel 2007 : Creating scatter plot graph

Hello there,

I wish to create a very specific scatter graph. Normal scatter graphs are simple, however, this time I need one with a legend, which I am not used to using.

So that it looks like below:

The reason for the numbers and not colours is because I expect to have a long list of data and need the graph to account for that.

Any help would be very much appreciated.
