can anyone tell me why the array formula in the received late column on the attached spreadsheet is counting all cells that contain any text when it is set to count all cells with a value greater than 2?!

Try
=COUNTIF(B8:M8,">2")
and
=COUNTIF(B8:M8,"NOT REC")
