Add a Zero (0) to the beginning of a long list of numbers in a cell

I have a column that contains 1021 cells that all have numeric values. I need to add a ZERO (0) to the front of each of these values so that my custom format will work correctly.

These numbers vary in length from 10 to 14 characters. Ultimately I need number "333954623578" to look like "00333-954623578" and I have a custom format of "00000-000000000" to make it work, but for some reason "333954623578" won't format correctly but "0333954623578" will work like a charm...? Any ideas?

I just tried this 00000-000000000 and it worked for me..... gave me...00333-954623578 after entering 333954623578

Here is a small sampling of what I'm trying to do... Even if I copy/paste special the values of my formula I still have to add a ZERO to get the formatting to work.
