date format default year

can someone please give me the proper settings (Regional / dateformat) to have the following entered correctly
(Using windows 7 64-bit)

ex. enter: July 21 - show as 21-july-2010 (current year) I have the format correct but instead of the day being the 21st is defaulting to the the 1st day of the month and the year being 2021
1-july-21

if I enter 21 july it works fine but the user prefers to enter the month first but have the day displayed first.
