Protection

Excel 2003

On the Tools Menu there are a whole host of items listed. For the life of me I can't figure out why two items in the list, "Compare and Merge Workbooks" and "Protection" are disabled. I would like to enable "Protection", if possible. Can't seem to find out any information.

Compare and Merge Workbooks - you need two (or more) workbooks
Protection - it works for me (enabled)
