how do i make this filter-type box that can be seen in this spreadsheet?

i have a box here in C7-11. what's it called and how does one make it?

i notice the totals at the bottom arent working properly. when all funds are displayed its all good but when the filter in the C7-11 cell is applied they dont recalculate. any idea why this would be? dont spend too much time on this second question, its not important. i already got someone to fix that, just cant get in touch w/ him at the moment and am curious.
