    Classifying Data by use of an IF AND Statement

    Hi, sorry for incorrectly titling my last post. I have attached a sample.
    Here is what I am trying to do:
    I have to classify data into 3 "buckets" based on criteria.


    To be a Good: Column B has to be a negative (<0) AND Column C has to be less than 200%
    To be Fair: Column B has to be between -4% and +4% AND Column C has to be between 200% and 300%.
    To be classified as Poor - all else.

    Do you mind if I use If-AND Statements? I'm sure Conditional Formatting would work nicely as well, but I'm not too good with that yet
