matching certain digits in one column to the another

How do I match particular digits of one column to the other, expanding the selection to other corresponding columns?

Yes, please. I've attached a sample excel file.
I've got thousands of data to collate and I really find it tedious to manually classify the categories one to the other. Hope you guys could help me. Thanks!
