creating a combination from multiple variables

I need to make a make combinations of variables from a list of data: for instance items 1,2, and 3 each have a qty of 12,000 in addition they dont have additional colors exceeding a total of 7. See diagram 1 of how they would be grouped togeather. Items 4 and 11 cannot run togeather due to total colors between the two exceeding 7. Items 7 and 8 can run togeather see diagram 2. Items 8 and 9 colors total max of 6 but if you combined them the total of times you would have to run item 9 is 22 and for item 8 is 21 (a difference of one to three is acceptable. But basicly I need an easy way to group these items without having to manually break them out and calculate every time any ideas
