Union Payroll calculation

I am working on a union film crew and need to calculate some payroll times.
The crew must get a break every hours if not they receive a penalty payment for every 10th of an hour they are not broken.

I need a formula with a start time, start time plus 6hours, an actual break time
and finally a cell to calculate the difference between when they should have broken (6hrs after start time) and actual break time calculated in 10ths of an hour.

Wow that sounds more complicated than I think.
