Lost my custom tool bar macros

Using Excel 2003. Suddenly I have lost my custom macros in my custom tool bars. Also Excel will no longer open my Personal.xls file.
I restored my .xlb file and personal file but it still is using tool bars from months ago and won't open my personal file.

I just made small changes to the tool bars and closed excel to make sure I was looking at the right .xlb file and the save date and time changed to correspond with when I closed Excel and I have the right location for them.
