Set the conditional format rule as:
Cell Value Is >> Equal to >> =""
Where there is a will there are many ways.

That is doing the opposite of what I want it to do. The "Other Notes" could contain anything. I want the cell to be yellow if there is anything in there. Right now it is yellow whenever it is blank.
Then do the opposite:
Cell Value Is >> Not Equal to >> =""
Oh figured it out. Not Equal to ""
