Calculate holiday accrued at current month

Hello all,

I need some help if possible. I would like to calculate how much holiday leave an employee is entitled to at the present date. I have been playing with SUMPRODUCT but cant seem to find the correct method.

If say the current date is anytime in a month, I would like all the months previous including the current month added. I know this is simple but...

Note:
E4 is where I would like the formula/ data
Cell S2 has today's date.
Cells F4:Q4 have the monthly allowance (Yearly total/12)
