Difference between Paste Values and Paste Special Values

I have a column of random numbers that I generated. I want them to be static, and I know that I can copy them, choose Paste Special, then select Values. But it seems to me that I get the same results when I just use the Paste, Values option. Is there a difference, and if so, what is it?

I think pasting values is so common that MS provided a (gratefully received) shortcut in the Paste dialog. The Paste Special dialog is the same as in versions prior.
