Iterative Calculation Issues

I have a spreadsheet attached. For this sheet, iterative calculations have been turned on, max iteration at 100, max change at .01

In this spreadsheet, I need to enter a formula to cell G11. The formula will be F11 + C15. When I enter this formula, I am expecting a result of 35,555,556. Instead, cell F11 changes from 25,555,556 to 27,777,778 and that is the result shown in G11 as well.

My brain has begun to throb from trying to map the circular logic in an effort to circumvent it. I really need another brain/pair of eyes to advise me!
