Here is my formula, but when I grab this cell and drag down when I select fill down it does not increment $2 to $3 and so on. Any ideas on a work around?

Here is my formula, but when I grab this cell and drag down when I select fill down it does not increment $2 to $3 and so on. Any ideas on a work around?
Remove the $ sign before the row number then drag down.
