is it possible to move PART of a pivot table to a different location in the sheet

I have a long list of items set as report filters (will be well over 200 when all is said and done) and then a small(ish) list that is set as row labels. (see attached example)

What I want to do is move the section that is row labels over to the right of the report filters

This is a skills inventory for my department and its going to be very long. Our CIO wants to be able to filter a skill and see who has a certain level of competency in that skill, I want the people to show up to the right of the skills that are on the left?
